Nature of Incident: Probation search leads to three-hour stand-off in Thousand Oaks

Narrative:
A SWAT team surrounded a house in Thousand Oaks Wednesday morning while crisis
negotiators tried to coax several people to peacefully exit the residence.
At about 8:40 am deputies went to the home in the 100-block of Teasdale Street to conduct a
probation search and look for Cameron Burn, who was wanted for assault with a deadly weapon
and had recently been seen with a .45-caliber handgun. Deputies first contacted Karl Duncan,
who was belligerent and fought with them. As they struggled to arrest Duncan, Robert Burn and
his father, Edward, advanced toward deputies with weapons. Robert had a baseball bat, while
Edward had a landscape trimmer.
Deputies struggled with Duncan, but were able to arrest him. However, Robert and Edward
continued to be uncooperative. After threatening the deputies with the weapons, Robert and
Edward retreated inside the residence, creating a barricade situation. Additional deputies with
specialized training were summoned to the scene. This included deputies from the SWAT team,
Tactical Negotiations Unit, and the Unmanned Aerial Systems Unit.
After several hours of negotiations, Robert and Edward exited the residence. Both were arrested
for threatening deputies. Piper Sperry also exited the residence and was arrested for being
under the influence of a controlled substance. Cameron Burn, also exited the home and was
quickly arrested for the previous assault with a deadly weapon.
During the standoff, investigators obtained a search warrant for the house. Deputies searched
the residence and located Jesse Johnson and Candice Wilkerson, who were hiding inside a
shed in the backyard. Johnson was arrested for several outstanding narcotics warrants, and
Wilkerson was arrested for being under the influence of a controlled substance. Deputies also
found Kaitlin Brodie hiding in the attic of the home. Brodie was arrested for outstanding warrants
and delaying an investigation.
All the arrestees were transported and booked into jail.
