In September of 2018, Thousand Oaks Police Department patrol deputies responded to a suspected child crimes call in the Newbury Park area within the City of Thousand Oaks. The 16 year old victim stated she was sexually abused between the ages of 5 to 11 years old by the Suspect – Steven Skyler Abbott. Deputies documented the incident as Lewd Act Upon a Child.
Detectives with the Thousand Oaks Police Department Major Crimes Sexual Assault Unit immediately began an investigation and identified a second victim. The second female victim, 24 years old, also reported being sexually abused by Steven Abbott between the ages of 3 and 7 years old. The investigation revealed the victims and their families met and associated with Steven Abbott through the Kingdom Hall of Jehovah’s Witnesses church in Newbury Park. After a thorough investigation, Detectives presented to the Ventura County District Attorney’s Office for review and filing considerations. On November 16, 2018, the Ventura County District Attorney’s Office elected to file the following charges: Two (2) Counts of 288.5(a) PC – Continuous Sexual Abuse of a Child, One (1) count of 288(a) PC – Lewd Act Upon a Child, and One (1) count of 288(b)(1) PC – Forcible Lewd Act Upon a Child.
