Narrative:
On December 19th, 2018, at approximately 1115 hours, detectives with the Ventura County
Sheriff’s – Moorpark Investigations Bureau arrested Carlos Rodriguez, as part of an ongoing
investigation involving a large scale narcotics distribution network. The network was organized
and directed by inmates within the California Department of Corrections who conspired with
Ventura County based gang members in order to distribute large amounts of heroin, cocaine and
methamphetamine throughout Ventura and Santa Barbara Counties. The arrest of Rodriguez
was directly related to a series of arrests that occurred earlier in the month of December in and
around the City of Moorpark.
Detectives observed Rodriguez driving in the area of Los Angeles Avenue and S. Moorpark Road
in the City of Moorpark and conducted a traffic stop on his vehicle. Rodriguez was immediately
arrested on the outstanding drug related charges. Detectives then served a search warrant on
Rodriguez’ home and vehicle and recovered a large sum of cash, as well as other evidence
related to narcotics trafficking.
Rodriguez was arrested for possession for sale of a controlled substance, transportation for sale
of a controlled substance, conspiracy to commit drug sales and participation in a criminal street
gang. He is currently in custody at the Ventura County Mail Jail in lieu of $1,000,000.00 bail.
The investigation is continuing and more arrests are anticipated.
